Best time is after it drops it’s leaves in the fall. There will be less transplant shock, because its water needs are less as it’s going dormant. But the ground is still warm, even though the air is cool.

Put a little root stimulator in the water after you transplant. The roots will continue to grow even though the above-ground portion does not.
